salvatore paladinoSalvatore C. Paladino is employed by Dolphin Technology, Inc as an Electronic Crime Specialist with the National Institute of Justice’s CyberScience Laboratory. He holds a B.S. degree in Economic Crime Investigation with a concentration in Computer Security from Utica College of Syracuse University and is pursuing an M.B.A. in Technology Management from the State University of New York. Salvatore is a Certified Information Systems Security Professional, a Network+ Certified Professional, and a Certified Steganography Investigator. He has completed training in ethical hacking and countermeasures and data recovery and digital evidence analysis.

Salvatore has traveled both nationally and internationally to teach and train law enforcement, private sector, legal counsel, judges, and magistrates, in his areas of expertise which include Steganography, metadata, data integrity, and covert channel communications. He is recognized by the FBI/Cyber Division, Department Of Justice/National Institute of Justice and DHS/USSS as a technical expert in these areas. Salvatore has been specifically requested by these federal agencies to support their state and local outreach, awareness, and technical assistance activities due to his knowledge and communication skills.  He is requested annually to present at the SUNY Information Technology Camp for students entering the information technology field. He has authored and edited numerous technical papers and he regularly contributes articles to TechBeat, a quarterly publication of the National Law Enforcement and Corrections Technology Center (NLECTC).

Most recently, Salvatore traveled to Brasilia, Brazil to present a briefing titled “The CyberScience Laboratory’s Role in Combating Information Age Crime” at the Third International Conference on Cyber Crime Investigation. He also authored a paper titled “Espionage and Data Theft Using Covert Channels” that he presented at the 2007 DoD Cyber Crime Conference. 

 

Deborah SnyderDeborah Snyder is the agency Information Security Officer at the NYS Office of Temporary and Disability Assistance (OTDA).

Ms. Snyder has over twenty five years of experience in human services programs and information systems, solving business needs through the innovative use of technology, mission-critical systems redesign and modernization projects, and strategic technology planning and implementation.  Prior to her current position, she served as Director of the Human Services Modernization Project, and Deputy Director of the ASSET$ Child Support Redesign Project– the results of both were successfully implemented statewide.

In her current role at OTDA, she manages the agency’s Information Security Office and oversees all aspects of its comprehensive Information Security Assurance Program - a portfolio of initiatives aimed at protecting State and agency information assets, improving information security services and awareness, and enhancing the ability to manage risk, and prevent, detect and recover from incidents.  Recent initiatives have included application security principles training and integrated process improvement initiatives to ensure security is properly addressed throughout the system development life cycle (SDLC), implementation of web-based Information Security Awareness Workforce Training, and the establishment of agency digital forensics capabilities as a key component of risk management and incident response.

Ms. Snyder holds a B.A. from the State University of New York, and has completed post graduate work in incident management, evidence handling and digital forensics.  She is a Certified Information Systems Security Professional (CISSP) and hold a SANS Global Information Assurance Certificate in Security Leadership (GSLC).  She is also a certified Project Management Professional (PMP), member of the Project Management Institute, the Information Systems Security Association (ISSA).  She is a frequently requested speaker at prominent government and industry forums such as the Government Technology Conference (GTC) and NYS Cyber Security Conference, on information security and risk management topics critical to executive and senior business and IT professionals.
