Cornelius Tate was named Director of the National Cyber Security Division (NCSD) in April 2008. The mission of NCSD is to work collaboratively with public, private, and international entities to secure cyberspace and America's cyber assets. As Director, Mr. Tate oversees all of NCSD's cyber security programs and activities including the United States Computer Emergency Readiness Team (US-CERT), critical infrastructure cyber protection efforts, and education, training, and awareness activities.

Prior to NCSD, Mr. Tate served the United States Secret Service for 22 years, most recently as the Special Agent in Charge of the Technical Security Division. He is also a pioneer member of the Secret Service's Electronic Crimes Special Agent Program, comprised of agents focused on computer forensic analysis. Previously, he held positions as the Special Agent in charge of the Information Resources Management Division, the Chief Information Officer, and the law enforcement liaison at the Carnegie Mellon Computer Emergency Response Team Coordination Center where he spearheaded the Secret Service Critical Systems Protection Initiative (CSPI), an effort to minimize the impact of the cyber controls on traditional physical infrastructures.

While assigned to Presidential Protective Detail, Mr. Tate served as a Supervisory Administrator for technology systems where he addressed cyber threats against the WhiteHouse.gov network. Additionally, Mr. Tate served as the Chief of Field Operations for the Protective Security Division at DHS, where he facilitated outreach and coordination efforts between the Nation's critical infrastructure sites and Federal, State, and local agencies.

Mr. Tate holds a CISSP certification and a Bachelor of Science degree in Computer Science from the University of Mississippi.

 

Hun Kim Hun Kim

Hun Kim is the Director of Online Fraud Detection and Prevention, an office within the IRS' Office of Privacy, Information Protection & Data Security. He is responsible for reducing the online frauds against IRS and the taxpayers working closely with various internal and external stakeholders.

Before joining IRS in January 2008, Mr. Kim was the Chief of Staff in the Office of Cyber Security and Communications at the Department of Homeland Security. He was responsible for day-to-day management of the CS&C operations as the Acting Chief Operating Officer and the Acting Chief Financial Officer. He provided management oversight to the National Cyber Security Division, the National Communication Systems and the Office of Emergency Communications. Prior to becoming the Chief of Staff, Mr. Kim was the Deputy Director for the National Cyber Security Division managing its operations, including the U.S. Computer Emergency Readiness Team.

Previously, Mr. Kim served as the Chairman of the President's Critical Infrastructure Protection Board, IT Security Professional Certification Committee while leading the Department of the Navy, Critical Infrastructure Protection Program.

Mischel Kwon, an IT professional with more than 26 years of experience, was named the Director for the United States Computer Emergency Readiness Team (US-CERT) in June 2008. As the Director for the US-CERT, Kwon is responsible for the operational mission of the US-CERT. US-CERT is responsible for analyzing and reducing cyber threats and vulnerabilities in Federal networks, disseminating cyber threat warning information, and coordinating incident response activities.

Kwon brings a unique blend of hands on experience, academic research and training, and a seasoned understanding of how to build operational organizations from inception. Among her successes at the United States Department of Justice (DOJ), where she was Deputy Director for IT Security Staff; she built and deployed the Justice Security Operations Center (JSOC) to monitor and defend the DOJ network against cyber threats. In addition, she served as the lead project manager for the Trusted Internet Connections (TIC) project at DOJ. The TIC project is a jointly lead project between OMB and DHS. This experience provides a unique perspective in her operational mission at DHS.

In addition to the operational role, Kwon lends her experience and drive for providing superior customer service to DHS. Kwon is leading the effort to enhance the US-CERT's ability to disseminate reasoned and actionable cyber security information to key stakeholders, including: federal agencies, industry, the research community, and state and local governments. In tandem with this effort, Mischel is in the process of building and enhancing US-CERT's capability to better protect our nation's Federal Internet infrastructure by coordinating actionable mitigation against and response to cyber attacks.

Ms. Kwon holds a Master of Science in Computer Science and a graduate certificate in Computer Security and Information Assurance. In addition, she serves as an adjunct professor at George Washington University in Washington, DC, where Ms. Kwon also runs the GW Cyber Defense Lab. Her interests branch out into cryptology, wireless networks, and antenna theory.

Michael Kaiser is the Executive Director of the National Cyber Security Alliance (NCSA). He joined NCSA in 2008.

Prior to joining NCSA, Mr. Kaiser spent 25 years in the field of victim's services and rights at National Center for Victims of Crime where held the positions of Director of Program Development and the Director of Programs, and at Safe Horizon in New York City, where he held a variety of senior staff positions, including Associate Director for Development and External Affairs and Associate Director for Administration.

Throughout his career, Mr. Kaiser has been involved in developing new programs and expanding the capacities of communities to respond to victims of crime. He has worked on numerous efforts to raise public awareness about the impact of crime and to encourage victims to seek help. Among those accomplishments are: developing programs and that engage teens in creating public education and outreach programs for their peers; conducting a nationwide training and technical assistance program on stalking to improve the law enforcement, victim services, and prosecutorial response to the crime; and developing housing alternatives for intimidated victim/witnesses in three communities.

In the areas of technology, Mr. Kaiser has developed training and other programs on the use of technology in crimes such as stalking and identity theft, and worked on programs exploring the use of technology to improve community policing. Along with his wife Laura Fisher Kaiser, he co-authored The Official eBay Guide to Buying, Selling, and Collecting Just About Anything (Simon and Shuster, 1999). He was one of a small group of eBay University instructors and has personally trained more than 8,000 eBay users on expanding their eBay businesses.

Mr. Kaiser has served on several non-profit Boards. He is currently the Chair and a founding Board Member of SPINUSA a national non-profit based in Massachusetts, and has served on the Board of Trustees of the College of the Atlantic in Bar Harbor, Maine, and New Destiny Housing Corporation in New York City.
